Kenteken met vlag Europese Unie zonder landcode

Ik zag net volgende kenteken: 3554TU1455. Hiervoor stond teken EU zonder landcode. Het kenteken is wit met zwarte cijfers/letters. Ik heb getracht deze op te zoeken via google, maar ik kan er niet achter komen uit welk land deze kenteken afkomstig is.
Weet jij misschien uit welk land dit kenteken afkomstig is?

The "third plate" (the one with red writing) has the EU-band on the left, but the "real" plate doesn't. Normally this wouldn't be possible (third plate has to follow real plate's EU/non-EU designation), but when a car owner orders the third plate, apparently there isn't any control as to whether the real plate has the same designation as what the car owner orders for the third plate.
